CHEYENNE, Wyo. — The Cheyenne Police Department reported the arrest of a local caregiver, Judy Seals, on charges of vulnerable adult abuse. On April 26, Officer Brown, alongside Cheyenne police, arrested Seals at her residence under probable cause for exploiting a vulnerable adult.
