PA Auctions Off Former Rockview Items

A wide array of surplus items from the recently shuttered Rockview State Prison in Centre County, has officially hit the auction block, even as the ultimate fate of the facility’s thousands of acres of valuable real estate remains fiercely contested. The online liquidation, hosted on the Pennsylvania Department of General Services website, features everything from industrial power tools and office desks to a prison basketball hoop. Following the closure of the historic Centre County institution, the Pennsylvania Department of Corrections conducted a comprehensive inventory of the prison’s assets. State officials prioritized transferring reusable equipment to neighboring facilities, including the nearby SCI Benner Township, before handing the remaining surplus over to General Services for public sale. The sale comes amid a total standstill regarding the future of the massive state-owned footprint. While a portion of the property has already been earmarked for absorption by SCI Benner, the destiny of the remaining thousands of acres is fueling intense local speculation. Area stakeholders view the site as a premier development opportunity. Local real estate experts have described the vacant expanse as potentially the most valuable piece of real estate in the Commonwealth, comparing the open acreage to a “clean canvas” for future builders and planners.

When Different Lot Rents Are Lawful: Applying the MHCRA’s “Same or Similar Category” Rule

The Pennsylvania Manufactured Home Community Rights Act (“MHCRA”) does not require every homesite in a manufactured home community to carry identical rent, fees, or charges. It does, however, require that rental charges and rules be uniformly applied to residents and prospective residents in the “same or similar category.” 68 P.S. § 398.4(b). But, what does the “same or similar category” mean? The MHCRA Standard For community owners and operators, the practical question is not simply whether Lot 12 costs more than Lot 13. The question is whether the community can identify, apply, and document a legitimate category-based reason for the difference. Section 398.4 of the MHCRA permits a community owner to establish fair and reasonable rules related to the health, safety, and upkeep of the community, provided they are not arbitrary or capricious. It also requires uniform application of “all rules or rental charges” to lessees or prospective occupants of the same or similar category. “Rental charges” should be treated broadly for compliance purposes. Accordingly, a community should not analyze lot rent in isolation. The category analysis should encompass the entire recurring economic package charged by the owner or operator: lot rent; amenity-related charges; water, sewer, trash, cable, internet, fuel,

Demolition scheduled for former Triangle Tavern

Loyalsock Township, Pa. — Demolition is slated soon for the former Triangle Tavern building on Shiffler Avenue in Loyalsock Township. Township manager Bill Burdett said a Journey Bank branch building with a drive-through will be built in its place. "Journey Bank is going to occupy that lot and the adjacent lot," Burdett said, referring to the lot where the former Keystone Furniture Restoration stands. The nearby clothing store, Colony Classics, will remain, according to Burdett. Burdett was not aware of a scheduled date yet for demolition, but expects it will occur by sometime this week. Fencing was recently put around the historic pink building, which is close to 100 years old. The Triangle Tavern closed in 2013 after operating as a popular Italian restaurant for more than 50 years under the Casale family. The building at 300 Shiffler Avenue has stood vacant since, with several interested buyers over the years. Several years ago, Harkness Real Estate Partners proposed to build an apartment and retail complex in its place but those plans fell through. Now, after sitting empty for close to 13 years there will be movement with redevelopment. "We're happy to see something go in there," Burdett said. In other

Centre County property with centurylong history as restaurant, event space up for sale

Soaring over the top of Mount Nittany, a bald eagle surveys the landmark that has stood the test of time for more than 100 years. The Mt. Nittany Overlook Event Center has the best view of the rolling terrain of Penns Valley, and the eagle swoops in to see who is standing in the parking lot near the blooming flower beds. Mt. Nittany Overlook Event Center sits atop Mount Nittany (aka Centre Hall mountain) between Centre Hall and Pleasant Gap. Visitors walking into the building find a reception desk, on this day staffed by Kit Henshaw. “I like to watch the hawks fly by,” she said as she walked to the back porch to show off the peak mid-October foliage from the top. “When I have time to sit and watch them, that is,” she added, smiling. As co-owner of the property with her husband, Harrison Schailey, Henshaw spends much of her time in her office, on the computer, responding to booking requests and making plans for parties that are booked into 2027: weddings, retirements, training sessions, memorial services, all the hallmarks of life. The Mt. Nittany Overlook Event Center is for sale . The historic property has cycled through
