Billings, Mont. — A new study outlined four possible paths for the 21st Street underpass as city leaders weigh cost, safety and access for emergency crews. Elise Monat, a transportation planner with the Billings Metropolitan Planning Organization, explained that studies have pointed to the low clearance there since the 1950s.
