Windsor man charged after stealing car, threatening to blow up animal shelter

SOUTH WINDSOR, Conn. (WTNH) — A Windsor man is facing multiple charges Monday after allegedly threatening to blow up an animal shelter in South Windsor.

Police arrested 41-year-old Joshua A. Sage on three active arrest warrants.

Sage’s first set of charges stem from when officers found him passed out in a stolen vehicle in March. Police said the car was heavily damaged and determined it was stolen from Courtesy Auto.

Officers also found a crack pipe inside the vehicle, a suspended license and a license plate that did not belong on the car.

The 41-year-old was charged with larceny of a motor vehicle, use of drug paraphernalia, operating under suspension, improper use of a marker plate and failure to appear in court.

In the second incident, Sage was arrested after allegedly threatening to blow up the Tyler Regional Animal Care Shelter (TRACS) in South Windsor.

Sage is also accused of physically threatening a town employee who worked at the shelter after Sage’s dog was quarantined for biting an officer in early March.

He was charged with second-degree criminal trover and second-degree threatening. Sage was held on a $10,000 bond and is scheduled to appear in Manchester court on Tuesday.

If he is bonded out, officers said he will appear in Norwich court on May 9 for the failure to appear arrest warrant.
