Two much anticipated safe outdoor parking spaces for people experiencing homelessness in Denver won’t be opening after all. A contract with Colorado Safe Parking Initiative will become final at Tuesday’s Mayor-City Council meeting. The new contract removes the requirement for the initiative to add two more lots serving a total of 16 vehicles. That leaves just two lots that the initiative already operates. The city will pay $350,000 for the initiative to operate the lots.

The Scituate Animal Shelter of Massachusetts recently introduced Chewbacca, nicknamed Chewy, who they describe as a funny fella who loves everyone. “This adorable mutt is built like an oversized Shih Tzu and weighs 25 lbs. Since he was found as a stray and never claimed, we don't know much about his past.” Chewy has a personality as unique as his looks. "He is overly friendly with all, dogs included. He can come on a bit strong but in the kindest way. He wants everyone to be his friend!" states the Scituate Animal Shelter of Massachusetts, who is currently caring for Chewy until he finds his forever home.

The Aurora City Council forged ahead Monday on a new “tough love” approach to homelessness that sentences urban campers to addiction and mental health treatment. The council decided at its study session to advance to a regular meeting an ordinance creating a new court for homeless campers. Ordinance sponsor Steve Sundberg said the court is not meant to be punitive. Offenders who successfully complete a year’s probation and their treatment plan would have the violation removed from their record, he said.

The Scituate Animal of Massachusetts recently introduced a 10-month-old lab named Finn who they describe as "the worlds biggest goofball". The local animal shelter explains that Finn "comes with some quirks but from what we've seen, is overall a friendly and goofy lab puppy". In fact, the shelter believes it would be "hugely beneficial for Finn to live with a playful, larger dog so he can get some of his energy out appropriately."

A few days ago, I watched an online seminar given by the National Alliance to End Homelessness. The topic was “Targeted homelessness prevention: Stemming the inflow.”. Kay Moshier McDivitt of the Alliance referred to targeted prevention as turning off the faucet of people experiencing homelessness. The problem, she said, is that no matter how fast homeless services agencies house someone, new homeless people keep pouring from the faucet. If you envision the faucet filling a bathtub, soon the tub overflows, leaving many people experiencing homelessness unhoused.

The Denver City Council awarded The Salvation Army another $8 million contract Monday to run the Tamarac Family Shelter for people experiencing homelessness. Council members Shontel Lewis and Flor Alvidrez voted against the contract. Lewis said while the Salvation Army has made some “long overdue” promises, nothing in the contract holds them accountable to data-driven metrics. “We can’t just throw money around to solve a problem.” She added the city needs to “bake into every contract” data expectations that will be used to hold the agency accountable. She said outcomes ought to be evaluated by using “accurate, easy to understand information.”

A bill in the Colorado legislature has caught the ire of some officials in Aurora. “The ‘Colorado Road and Community Safety Act’ authorizes the issuance of a driver's license or identification card to an individual who is not lawfully present in the United States,” according to the bill summary. The legislation, sponsored by Sens. Julie Gonzales and Jeff Bridges and Rep. Tim Hernandez removes the requirement that a migrant live in the country two years before getting a license.
