Illinois law redefines transit for teens
Walking on a downtown Chicago sidewalk on Oct. 7, ninth grader Lincoln Hoog heard a bell ring. There wasn’t enough time for him to process the sound and move out of the way before he was hit by someone riding an electric scooter. “And he came by, and I didn’t move fast enough for something, but he was going at least 10, 12 miles per hour, and he hit me,” Lincoln said. “I think he just actually glanced at me and got knocked into the wall or something, so nobody was injured. But it was pretty scary, and we always see them fly down the sidewalks downtown on e-bikes, and the delivery drivers. And so, it is pretty scary, and it is definitely a safety hazard.”
