It's not a big surprise to see Chicago, New York, Philadelphia, and Los Angeles in the top 5 since they are among the largest cities in the nation. Mentor City Council has passed an ordinance that could potentially make it a pricey decision to smoke outside on city property unless in designated areas. During a June 4 council meeting, an amendment to an ordinance was passed to prohibit outdoor smoking on city property unless in designated areas.
