The human remains discovered in Ocean View last month have been identified as 39-year-old Anthony Theodore Wagoner whose last known address was in Duluth, Minnesota. Hawai‘i Island police responded to the 92-8700 block of Lotus Blossom Lane on April 23 on a report of a decomposing body on the property.
