    Is lunch shaming still happening in RI?

    Good morning, I'm Will Richmond at The Providence Journal and this is the Daily Briefing.

    It may have seemed that when the Warwick School District made international news over its handling of lunch debt that a lesson would have been learned across the state.

    That may be partially true.

    Five years later, Journal reporter Amy Russo went through school policy handbooks to see which districts still contain policies related to lunch debt shaming. Her review found seven districts that still include policies that would have consequences from attending proms to even walking in graduation ceremonies.

    But while those policies are on the books, not all school administrators are following the letter of the law.

    • Rhode Island has violated the federal civil rights of hundreds of children with mental health or developmental disabilities by "routinely and unnecessarily segregating" them at Bradley Hospital, U.S. Attorney Zachary Cunha said Monday.

    • The long-sought reform to Rhode Island's law enforcement bill of rights would, counterintuitively, leave a 'gaping hole' in accountability, advocates say.

    Those advocacy groups are warning about the potential loss of public access to police body-cam footage if the proposed rewrite of the state's police bill of rights clears the Senate this week. That's because, the Journal's Katherine Gregg writes, "the matching House and Senate bills that says a police chief 'shall be prohibited from releasing any video evidence ... about or concerning an incident or matter of public interest' involving a police officer if it relates to suspensions imposed for undefined 'minor' violations of departmental rules."
