    Commissioners hold bid opening, discuss driveway permit for Countrythyme property

    The Pike County Commissioners met with Pike County Engineer Denny Salisbury to hold the bid opening for the county chip and deal project, and Salisbury brought up to the panel a driveway permit request for plots on the old Waverly Golf Course property.

    The engineer’s estimate for the chip and seal program came in at $1,283,217. Four bids were submitted by the deadline and only one came in under the engineer’s estimate. SC Construction out of Seaman was the lowest bid at $1,189.399.10, nearly $100,000 under the engineer’s estimate. Other bids ranged from $97,000 over the engineer’s estimate to $175,000 over the engineer’s estimate.

    Salisbury said that SC Construction was the same company that was awarded the project.

    “We were just talking the other day about what great job they did (last year),” Commissioner Jeff Chattin said.

    “It’s good news,” Salisbury said. “The bad news is $1.2 million is the financial limit. So if there is any kind of change order on this we’re in trouble.”

    Salisbury said that typically there is change order on this kind of project.

    In other engineer related news, Salisbury informed the panel that received a driveway permit request from Countrythyme Land Specialists at the intersection of Golf Course Road and Clines Chapel Road.

    “I have no reason to reject it,” Salisbury said. “I know you are in some type of struggle with them, so I wanted to run it by you.”

    Chattin explained that Health Commissioner Matt Brewster has the plat in his office for the Health Department’s consideration.

    “You’re (the engineer’s office) has already stamped it,” Chattin said. “It came through your office. I went through and was sent to Matt. Talking to Ally, (Motz at the Planning Commission) they circumvented the Planning Commission, because typically she would be in the middle of that. They went around her.

    “If it’s part of the subdivision, if it’s connected, I think it should go through the Planning Commission,” Chattin said.

    Salisbury asked Chattin if that was his position even for a driveway permit.

    “For anything,” Chattin replied. “We’re not trying to deny them anything; we just want to make sure we are following the rules.”

    Commissioner Jerry Miller said his concern is that lots would be bought and the purchaser would not be able to do anything with it because of lack of utilities. Miller also admitted it is hard to tell someone to pre-emptively break the rules until they break the rules.”

    The board was concerned with Countrythyme obtaining an address and to start selling lots to unsuspecting individuals.

    Salisbury said getting an address is a process that must go through the Planning Commission.

    “We (the engineer’s office) don’t issue addresses,” Salisbury said.

    The commissioners told Salisbury to approve the driveway permit.
