    Construction continues with bridge projects, road repairs

    The following is a round-up of current PennDOT road work and construction projects in northcentral Pa.:

    Lycoming County

    A bridge replacement and rehabilitation project continues on Route 220 in Woodward Township. This project replaced the northbound structure carrying Route 220 over the Fourth Street off ramp and rehabilitated northbound structures over Antlers Lane and the Lycoming Valley Railroad during the 2023 construction season. The 2024 construction season will replace the southbound structure carrying Route 220 over the Fourth Street off ramp and rehabilitated southbound structures over Antlers Lane and the Lycoming Valley Railroad.

    UPDATE: April 26

    On Friday, April 26, the Route 220 northbound exit ramp to Route 2014 (Fourth Street) reopened.Drivers are advised that the exit ramp is schedule to be closed for five days mid-summer while the new beams are installed for the new structure. Dates will be provided closer to the closure dates.

    UPDATE: The Week of April 29

    The contractor will continue to remove the existing bridge over the Fourth Street ramp and begin construction of the new structure.The contractor will continue repairs to the structures over Antlers Lane and the railroad.

    TRAFFIC STATUS:

    All traffic is currently traveling on the northbound side of the highway. A movable barrier system separates the north and southbound traffic. This barrier system will be moved daily to ensure two lanes of travel northbound for the morning commute and two lanes southbound for the afternoon commute. During these times, the opposing direction of traffic will be restricted to one lane.The speed limit is reduced to 45 mph throughout the work zone.A 12-foot width restriction is in place for both north and southbound Route 220.

    Drivers can expect traffic to be controlled by the moveable barrier system until Fall 2024.

    Reconstruction and bridge replacement resumes on Route 2014

    A reconstruction and bridge replacement project will resumes this week on Route 2014 (Lycoming Mall Drive) and Route 2045 (Fairfield Road) in Fairfield Township.

    On Monday, April 29, the contractor will begin excavation to install a temporary cross pipe near the intersection of Lycoming Mall Drive and Fairfield Road. Additional work includes installation of temporary traffic signals at the Fairfield Road and Lycoming Mall Drive intersection and installation of barriers.

    Drivers can expect normal traffic patterns during daylight hours and lane shifts and single lane conditions with flagging during off-peak and overnight hours.

    HRI is the prime contractor on this $8 million, two-year reconstruction and bridge replacement project. Work on this project includes widening, constructing turn lanes, and installing traffic signals on Fairfield Road, which occurred in 2023. This year, work includes the replacement of the structure carrying Lycoming Mall Drive over Bennetts Run, intersection improvements at Lycoming Mall Drive and Fairfield Road, including the installation of a traffic signal. Work on this project is expected to be completed in fall of 2024.

    Bradford County

    A contractor continues work this week on Route 199 (Main Street) as part of a four-year reconstruction project in Sayre and Athens. The 2.6-mile project is located .44 miles north of the intersection with Route 1056 (Front Street) in Athens Borough to the intersection with Interstate 17 (Southern Tier Expressway) at the New York state line in Sayre Borough. The project begins at the New York state line and works south.

    The week of Monday, April 29, the contractor will continue work in the northbound lane on this full depth pavement reconstruction project in Athens Borough between Route 1064 (Pine Street) and Vanderbilt Street. Work includes new pavement, drainage improvements, utility relocations, sidewalk and curb improvements, ADA curb ramp installations, traffic signal upgrades, driveway adjustments, signing and pavement markings and other miscellaneous construction.

    Detour information:

    Northbound cars will follow a 6.6-mile detour using East Pine Street, Wells Avenue, and East Frederick Street. Southbound cars will be maintained in the work zone.Truck traffic will follow a 7.7-mile detour using Route 220 and Interstate 17 (Southern Tier Expressway).

    Additionally, the contractor will continue construction of the sidewalk and curb along Route 199 (North Main Street) between Cherry Street and Satterlee Street. Other work may include construction of the concrete pads for pedestrian poles and mast arm foundations at the intersection of Route 199 (Keystone Avenue) and Lockhart Street.

    Kriger Construction, Inc., is the prime contractor on this $16.4 million, four-year roadway reconstruction project. The project is expected to be completed in the Fall of 2024.

    Centre County

    Work continues on the South Atherton Street (Route 3014) project that stretches from Curtin Road to just north of Westerly Parkway in State College. While the contractor will not work on Friday, May 3, to minimize traffic impacts for those attending spring commencement at Penn State University, drivers traveling through the work zone can expect the following Monday, April 29, through Thursday, May 2.

    Crews will work on full-depth roadway reconstruction and install new drainage pipes between West Irvin Avenue and Center Lane between 7 a.m. and 5 p.m. Flaggers in the roadway will provide traffic control at the Westerly Parkway intersection as necessary between 9 a.m. and 3 p.m. PennDOT urges drivers to build extra time into their travel schedules or consider alternate routes.

    Additionally, on Tuesday, April 30, a crew will perform signal upgrades at the intersection of Atherton Street and Beaver Avenue. Flaggers in the roadway will once again provide traffic control as needed. Drivers are urged to anticipate delays or consider other routes.

    The contractor will keep one lane open to traffic in each direction when not working. A pedestrian detour with posted signage remains in effect at and around the Westerly Parkway intersection.

    Traffic will be reduced to a single lane in each direction between West Irvin Avenue and Center Lane until early June while the contractor completes drainage improvements through the work zone.

    PennDOT posts updates and detour information on the Atherton Street project page weekly and encourages drivers to visit the page at www.penndot.pa.gov/AthertonStreet .

    Overall work on the project includes roadway reconstruction, drainage improvements that include pipes and inlets, water and sewer lines, concrete curbing, sidewalks and detectable warning surfaces, pavement markings, traffic signals and supports, and miscellaneous items. HRI, Inc. of State College is the contractor on this $30.7 million project. PennDOT anticipates the contractor completing the project in the fall of 2024, but all work is weather and schedule dependent.

    Clinton County

    PennDOT announced the following schedule of maintenance activities in Clinton County the week of April 29. PennDOT performs year-round maintenance in its mission to provide a safe, efficient transportation system, and the scope of work in Clinton County for the coming week is as follows:

    Bridge Maintenance & Cleaning

    Route 150 between Beech Creek and Mill Hall boroughs. Monday, April 29, through Wednesday, May 1. Flaggers in the roadway will provide traffic control during daylight hours.Route 220 between Mill Hall borough and Route 2008 (Auction Road/Bell Springs Road) in Lamar Township. Thursday, May 2, and Friday, May 3. PennDOT will implement short-term lane closures while completing this work.Route 220 between Avis and Mill Hall boroughs. Monday, April 29, through Friday, May 3. PennDOT will implement short-term lane closures while completing this work.

    Pennsylvania has some of the oldest bridges in the country, with an age of more than 50 years on average. Preventive maintenance is vital in extending the life of the structures. As such, PennDOT maintenance crews perform some bridge deck patching and structural repairs.

    Shoulder Maintenance

    Route 1003 (Little Plum Run Road) between the intersection of Coudersport Pike in Gallagher Township and German Road in Dunnstable Township. Monday, April 29, through Thursday, May 2.Route 1005 (Park Avenue/McElhattan Drive) near the intersection of Route 150 in Dunnstable Township. Friday, May 3. Flaggers in the roadway will provide traffic control during daylight hours.

    Shoulder cutting removes excess material and debris from unpaved shoulder areas. Shoulder grading involves the shaping and stabilizing of those same areas. Both operations improve drainage, allow water to leave the roadway, and eliminate shoulder drop-offs. These are crucial highway maintenance operations because when drainage systems do not function properly, water collects on the road, weakens pavement, accelerates the formation of potholes, and creates the potential for icing conditions in the winter months.

    Vegetation Management

    Route 220 between the Interstate 80 interchange at Lock Haven and Avis Borough. Monday, April 29, through Friday, May 3. This work takes place off the roadway and has minimal, if any, traffic impact.

    Mowing, herbicide spraying, and selected tree thinning help maintain a safe roadway free of obstructing vegetation, improving visibility to spot signage, traffic control devices, and other motorists, bicyclists, pedestrians, and animals approaching the road. Additionally, a well-maintained roadside can improve drainage and prolong the life of the roadway.

    Bridge Project

    A rehabilitation project begins Monday on two bridges along Route 220 in Castanea Township. The overpass bridges span Lower Creek Road at mile marker 112 of Route 220. This work will improve the overall condition and safety of the structures and improve ride quality for drivers.

    The contractor will rehabilitate piers and beams on the two bridges and reseal joints, along with performing miscellaneous construction work.

    PennDOT will implement a single-lane closure on 220 North-bound in late July/early August for one day only. Self-regulated stop signs will be in place beneath the bridges on Lower Creek Road to provide traffic control for single-lane closures.

    Rylind Construction of Muncy is the contractor on this $771,000 project. PennDOT anticipates completion in September, but all work is weather dependent.

    Columbia County

    A multi-year reconstruction and resurfacing project continues on Interstate 80 eastbound between just west of the Montour County line and the Route 42 interchange in Hemlock Township, Columbia County, mile markers 228 - 233.

    On Friday, April 26, the contractor will continued reconstruction of the right shoulder which will remain closed for 20 days behind a temporary barrier. Concrete shoulder demolition will occur during the day with no impact to traffic. This work will continue through next week. Work will be performed between the hours of 7 a.m. and 5 p.m.

    On Sunday, April 28, through Friday, May 3, the contractor will continue excavation work and place temporary barrier along the right shoulder. Drivers can expect the right (driving) lane to be restricted where work is being performed. Work will be performed between the hours of 7 p.m. and 6 a.m.

    Montour County

    Patching begins this week on Route 642 in Valley and Liberty townships and Route 1006 (Preserve Road) in Anthony Township.

    Monday, April 29 and Tuesday, April 30:

    Lane restriction on Route 642 (Danville Road) between Route 2007 (Columbia Hill) and Welliver Road in Valley Township.Drivers can expect single lane conditions with flagging.

    Wednesday, May 1:

    Lane restriction on Route 642 (Liberty Valley Drive) between Center Road and Route 45 (Purple Heart Highway) in Liberty Township.Drivers can expect single lane conditions with flagging.

    Thursday, May 2 and Friday, May 3:

    Road closure on Route 1006 (Preserve Road) between Route 54 (Continental Boulevard) and Route 1002 (Strawberry Ridge Road) in Anthony Township.A detour using Route 54, Route 44, and Strawberry Ridge Road will be in place while work is being performed.

    Tioga County

    A two-year roadway improvement project beings this week on Route 414, Route 2005 (Blockhouse Road), and Route 2007 (Williamson Road) in Liberty Borough and Liberty Township.

    On Monday, April 29, Water Street and Blockhouse Road will be closed in both directions between Shaffer Hill Road and just south of Bloss Mountain Road, while the contractor begins work to replace an 84-inch culvert. Additional work includes utility relocations, drainage work, paving, and line painting.

    A detour using Route 15 and Bloss Mountain Road will be in place.

    Glenn O. Hawbaker is the prime contractor for this two-year $6.2 million roadway improvement project. Work on this project includes drainage work on Route 414 (High Street/Water Street) and Blockhouse Road, roadway reconstruction, retaining wall, sidewalks, curbing, and resurfacing of 1.7 miles of Williamson Road. Work is expected to be complete in November of 2025, weather permitting. Drivers can expect a winter shut down between construction seasons.

    Potter County

    A bridge replacement project begins Wednesday in Galeton Borough. The bridge is situated on Route 1022 (Mill Street) spanning Pine Creek between Route 6 (Main Street) and Clinton Street. This will improve safety and ride quality for motorists by replacing the bridge and improving the overall condition rating from poor to good.

    Preliminary work will begin May 1, utilizing flaggers and signing for traffic control during daylight hours. PennDOT will close Mill Street and implement a detour in June. It will issue an update prior to implementation of the detour.

    In addition to replacement of the bridge structure, pavement, base drain, and guide rail will be installed, and relocation of a water main and sewer line will occur, as well as miscellaneous construction activities, for a total length of approximately 646 feet.

    Rylind Construction of Muncy is the contractor on this $2.8 million project. PennDOT anticipates completion in November, but all work is weather dependent.

    Snyder County

    A portion of Route 1013 (Little Mexico Road) will be closed in Jackson Township for bridge repairs.

    On Monday, April 29, through Friday, May 17, Little Mexico Road will be closed between Benfer Drive and the Little Mexico Campground while a PennDOT bridge crew completes permanent repairs to the Little Mexico Truss Bridge. Work includes placing additional bridge beams at the abutment ends of the structure. Work will be performed between the hours of 7 a.m. and 3 p.m., weather permitting.

    A detour using Route 204, Route 304 will be in place for the duration of the project. The project is anticipated to be completed by Friday, May 17, weather permitting.
