Arrests reported by Carter County Sheriff’s Office include violation of probation, assault against first responder

The following arrests have been reported by the Carter County Sheriff’s Office:

  • On April 11, Deputy Jeff Winters was dispatched to the Sullivan County Line at Bunker Hill Road to take into custody David Lee Norton on a warrant issued out of General Sessions Court for Carter County. Norton was transported to the Carter County Detention Center without incident.
  • On April 10, Sgt. Robert Scott served warrants on David Scott Graybeal on Highway 91, Elizabethton. Graybeal was observed attempting to conceal himself but was apprehended. Graybeal was taken into custody for active warrants for violation of probation in General Sessions Court, as well as a warrant out of Juvenile Court. He is also charged with resisting arrest.
  • On April 10, Deputy Ronnie Kent took Julian Shaun Burleson into custody in General Sessions Court on an outstanding warrant for violation of probation.
  • On April 10, Deputy Jeff Winters met with a Washington County Deputy at Sinking Creek to take into custody Brian Keith Kimbrel on two violation of community corrections warrants issued out of The Criminal Court for Carter County. The warrant service and transportation to the Carter County Detention Center were completed without incident.
  • On April 9, Sgt. Holsclaw responded to 2313 Elizabethton Highway (Sinking Creek Baptist Church) to meet with the Johnson City Police Department and took custody of Ritchie Lane Caraway on an active arrest warrant for violation of bond supervision out of Carter County Criminal Court. Caraway was transported to the Carter County Detention Center without incident.
  • On April 9, Deputy Jared Shelton observed Billy R. Stines walking at the intersection of Crook Street and First Avenue, knowing he had active warrants out of Carter County General Sessions Court for failure to appear in a misdemeanor case. Stines was taken into custody and transported to the Carter County Detention Center without incident.
  • On April 9, Dusty Michael Tapp was transferred from the Sullivan County Sheriff’s Office custody to the Carter County Sheriff’s Office on a warrant for failure to appear out of Carter County General Sessions. Tapp was transported to the Carter County Detention Center without further incident.
  • On April 8, Deputy Kevin Kemp took Laura Ashley Watts into custody at the Washington County Detention Center due to an active warrant issued by the General Sessions Court of Carter County for failure to appear. Watts was transported to the Carter County Detention Center without incident.
  • On April 8, Deputy Ronald Goins observed Daniel Ray Allmon pick up a chair and throw it at the wall toward the Dispatch window at the Carter County Sheriff’s Office. Allmon then struck Deputy Goins twice, leading to his arrest. Allmon is charged with assault against first responder and resisting stop/arrest.
  • On April 7, Andrea Hardin was arrested at the intersection of Blueridge and Stateline Road on a warrant for filing a false report out of Carter County General Sessions Court. Hardin was taken into custody and transported to the Carter County Detention Center without further incident.

Note: All arrestees are presumed innocent until proven guilty in a court of law.
