    2 arrested in alleged assault, 1 reportedly threatened to 'shoot everyone'

    Newport Police Department (NPD) officer Chris Silver reports he was dispatched Sunday, May 5 at 8:40 p.m. to 653 4th Street regarding a fight between several people. Upon his arrival he was met by off-duty Cocke County Sheriff’s Office (CCSO) Detective Cupp.

    Cupp told Silver he was detaining a man who had assaulted another man and was refusing to identify himself. Cupp further advised another male had also assaulted the same man and he too was refusing to identify himself. Silver then placed that man in handcuffs and placed him in the car of NPD Senior Patrolman Paul Weber.

    Silver proceeded to speak with Eric Carver, who stated he heard what sounded like a loud crash and when he stepped outside he saw a BMW speeding. He states he waved the car down and told the driver to stop speeding. Carver said the driver, later identified as Levi Hill, 19, then began arguing with him and began to physically fight him. Silver noted swelling around Carver’s face and blood coming from his mouth.

    The altercation escalated when Carver said the vehicle’s passenger, identified as Juan Flores, 19, also punched him several times. Silver reports that Carver then started having trouble speaking and requested to go to the hospital.

    A witness told Silver he also heard the possible car crash and went outside and saw Carver was arguing with the BMW driver. The witness said the passenger, Flores, got out and attempted to start a fight but when Ballard told him he was not going to fight him, the passenger went over and also started hitting Carver. At that point, the witness said he went to get Detective Cupp and the driver yelled he would shoot everyone and that he had a gun.

    A loaded Taurus GX4 was located in the BMW.

    Both Hill and Flores were transported to the Cocke County Jail Annex.

    In the same report, Weber noted the handgun was found in plain view on the center console. He further noted that Hill, the driver, had a strong odor of alcoholic beverage coming from his person, his eyes were watery and bloodshot and he was unsteady on his feet. After Hill was transported to the Cocke County Jail Annex he refused to perform field sobriety tests and refused to provide a blood or breath sample.

    Hill was charged with aggravated assault, simple assault, disorderly conduct, DUI, weapon law violations, possession of handgun while under the influence and violation of implied consent law.

    The Cocke County Sheriff’s Office advised Hill’s bond was set at $30,000.

    Flores was charged with aggravated assault, simple assault and disorderly conduct. His bond was set at $5,000.
