MONTICELLO — A fugitive fleeing from Red Wing police led authorities on a high-speed chase across the region last week, ending with his capture and arrest in Monticello.

The incident began the morning of Wednesday, April 24, when the 46-year-old, who was wanted on outstanding warrants, fled from members of the Red Wing Police Department.

Driving a white Kia Soul, the suspect, Terry Lavar McWilliams of Red Wing, was spotted around 11:30 a.m. on Interstate 94 westbound in Minneapolis, with the Minnesota State Patrol and Minneapolis police in pursuit.

McWilliams reportedly hit speeds as high as 100 miles per hour as he fled from authorities on I-94 west before attempting to exit the interstate at Highway 25 in Monticello.

According to Sgt. Jesse Grabow of the State Patrol, McWilliams was nabbed shortly after getting off Exit 193, just after noon.

“The Kia was stopped at a red light on the top of the ramp and fled from troopers,” he said. “Troopers performed a PIT maneuver on the ramp over 94 and the male was taken into custody without incident.”

A PIT maneuver — short for precision immobilization technique — is a law enforcement tactic in which a pursuing vehicle forces another vehicle to turn sideways abruptly, causing the driver to lose control and stop.

Grabow said McWilliams was booked into the Wright County jail on a charge of fleeing an officer in a motor vehicle, along with a parole violation.

No injuries were reported in the incident.
