    Man charged in 2022 drive-by shooting that left two dead

    A 23-year-old Brooklyn Park man has been charged with a drive-by shooting that left two dead in north Minneapolis.

    Glenn Levell Carter III is accused of fatally shooting 21-year-old Tayvon Jemell Williams and 51-year-old McConda Deion Robinson on May 14, 2022 in the area of West Broadway Avenue and Bryant Avenue North.

    Williams died of "multiple gunshot wounds to the torso" and Robinson died from a "gunshot wound to the neck," according to the Hennepin County Medical Examiner.

    The killings are believed to be a retaliation hit between two gangs: the Highs and the Lows.

    "One of the victims shot at Broadway and Bryant ... is a known member of the 'K block' gang operating within the 'Highs'. This follows the homicide and shooting of Eloe Lomax on April 27, 2022. Lomax was known to associate with 'K block'," the criminal complaint states.

    A 21-year-old Minneapolis man had also been charged in connection to the shooting, but the case was dismissed in September 2022 when video evidence showed he was not responsible.

    Additionally, a woman who was previously charged with aiding and abetting a murder by driving the getaway vehicle had her case dismissed.

    According to the complaint, police found the two victims shot dead just before 4 p.m. Witnesses said two men "with masks arrived, got out of a vehicle with a woman, ordered at a food truck, pulled out guns and one of the men shot the victims before all three got back into the vehicle" and left the area.

    Nine bullet casings were found at the scene. Shotspotter technology captured audio of the 12-round shooting involving a fully automatic handgun at 3:45 p.m.

    One of the witnesses told police Carter admitted to firing his gun in the incident.

    Around the time of the homicide, a device was connected to the vehicle's bluetooth titled "Glenn's phone." Police were able to track Carter's phone to the murder scene that day.

    The complaint says in June 2022, a review of Carter's cell phone showed the following:

    • Over two dozen searches for airline flights out of Minnesota starting on May 21, 2022
    • On June 11, 2022, the phone has six searches for "Glock 18c"
    • Between June 13, 2022 and June 14, 2022, the phone pulls up the news article about the double homicide around 18 times

    The firearm used in the shooting was later recovered in an arrest of another man on June 9, 2022.

    Carter is charged with two counts of 2nd-degree murder and illegal gun possession. If convicted, he faces up to 40 years in prison. Carter's next scheduled court date is for May 31.
