Milaca City Council briefs meeting April 18

Public hearing: Street reconstruction bonds

The Milaca City Council held a public hearing related to general obligation street reconstruction bonds and a proposal to adopt a street reconstruction plan. The costs for the planned bonds is not expected to exceed $600,000, which will be used to reconstruct various streets in the city, including Third Avenue and Southwest River Drive. The total expected costs for the projects is $533,265. Following the public hearing, the council voted and approved the general obligation street reconstruction bonds.

Donations

The Milaca City Council approved the following donations:

- A $100 donation from Richard Mostad for the Veterans Memorial.

- A $100 donation from Robert Freese for the Veterans Memorial.

- A $100 donation from Cindy Biederman for the Veterans Memorial.

- A $100 donation from Patty Johnson for the Veterans Memorial.

- A $2,548.80 donation from Reineke Testamentary Park and Bridge Trust for the Reineke Park mulch.

- A $24,000 donation from Bill Hjort, Town & Country Finance, Inc. for new pickleball courts.

Street closures

The Milaca City Council approved a resolution to apply for the street closures of 150th Avenue, Central Avenue, Second Street Southeast, and Third Avenue Southwest for the Rhythm on the Rum Parade on Thursday, June 20. The application will go to Mille Lacs County for final approval.

Call for public hearing

The Milaca City Council approved a resolution calling for a public hearing related to proposed property tax abatements. The hearing will be held on Thursday, May 16, at 6:30 p.m. in Milaca City Hall.

Parks transfer request

The Milaca parks department requested a transfer of $10,000 from the Park Reserve Fund for the installation of fencing around the new pickleball courts planned for construction in Rec Park this summer. The council approved the request.

Fire department sale of snowmobile

The Milaca City Council approved the sale of a Milaca Fire Department snowmobile to the Isle Fire Department in the amount of $1,000.

Airport parking lot paving bids

The Milaca City Council awarded a bid for the paving of the entrance and parking lot of the municipal airport. The bid was awarded to Minnesota Paving and Materials in the amount of $170,029 as the lowest bidder.

Federal grant plan approval

The Milaca City Council approved the plans and specifications for 110th Avenue improvements alongside the advertisement of bids. The project included paving 110th Avenue from 10th Avenue to 160th Street as well as sanitary sewer and water main construction in the southern 200 feet of 110th Avenue. The total estimated project cost is $1.75 million. The city has applied for federal grants to help cover a majority of the costs of the project.

New business

The Milaca City Council approved the following items in the new business section of its meeting agenda:

- The gambling fund lawful purpose expenditure policy. The policy will be used to set forth guidelines and requirements to govern the use and expenditures of gambling funds. The policy is the one currently in effect, and the council reviewed the policy for approval with updates.

- A special event application for the Rhythm on the Rum Parade on Thursday, June 20.

- A special event application for tractor day at Milaca High School on May 3.

- A special event application for music in the park at Rec Park on June 27, July 11, and July 18.

- A special event application for movies in the park at Rec Park on July 19 and Aug. 23.

- A donation request for Milaca Archery to attend the NASP National Tournament in the amount of $300.

- An off-premises liquor license for El Jalisco for a Rum River Community event.
