James appeared before U.S. Magistrate Judge Ann Marie Donio in Camden federal court and was detained on the charges.

The Denver City Council will consider spending $24 million for security services at the city’s homeless hotels and micro-communities. The Finance and Governance Committee will review the contracts on Tuesday. Initially Securitas Security Services U.S. received an $18 million to provide security at the sites. But as the city’s security needs became more acute, Securitas could not keep up, according to a memo from city staff to the council. Advanced Professional Security initially received a contract of $400,000, but the city has added $3 million to it. Aquila Services Corp., doing business as Metro Protective Services, also first received a $400,000 contract. That contract has also been extended to $3.4 million.

The investigation, per officials, resulted in several residential and vehicle searches, including the seizure of large quantities of cash, drugs, and guns.
