Since arriving at the shelter, Tanner has made himself a staff and volunteer favorite. He loves going on walks, he loves treats, he enjoys the water, and he rides nicely in the car. At first glance, the ballroom space inside 431 E. Fayette St., home base for the CNY Community Foundation, other foundations and several non-profit agencies, looked like it had been set up for a reception celebrating an exhibition.
