Trump administration to end subsidies for Medicare

Plans from the Trump administration will end federal subsidies that help pay for Medicare.

The administration claims the subsidies benefit insurance companies more than enrollees.
The subsidies for Medicare Part D established during the Biden administration expire at the end of the year and will not be offered next year. Medicare Part D is optional prescription drug coverage offered by private insurance companies to help people with Medicare pay for brand-name and generic medication. The program was restructured to implement a $2,000 annual cap on out-of-pocket spending on prescription drugs. It also let Medicare negotiate prices for some expensive drugs.

Senator Chuck Grassley of Iowa says he wants to change the rules for pharmacy benefit managers, blaming them for rising costs. Grassley is part of the bipartisan effort with Oregon senator Ron Wyden to lower drug costs and make health care more affordable.

About 25 million Americans carry standalone Medicare Part D drug plans.

The Centers for Medicare & Medicaid Services (CMS) announced Tuesday it will end the Medicare Part D Premium Stabilization Demonstration after the 2026 plan year, ending a federal subsidy program that has helped keep prescription drug premiums lower and could result in higher costs for some seniors beginning in 2027. In a fact sheet released Tuesday, CMS said the voluntary demonstration was introduced in 2025 to help limit premium volatility following changes under the Inflation Reduction Act. The agency said it will discontinue the program because Part D plan sponsors now have sufficient experience under the redesigned Medicare drug benefit to develop their bids without additional federal support, returning the market to traditional conditions in 2027. The Wall Street Journal, citing administration officials, reported the program is providing an estimated $3.6 billion in subsidies this year. The average premium for a Medicare Part D plan was about $36 a month this year, according to KFF, a health policy nonprofit. The officials also told the Journal that had the demonstration continued into 2027, more than half of the funding would have gone to UnitedHealth Group Inc. Thousands of pounds of bacon shipped to the United States from Canada were recalled due to an import violation, according to the Department of Agriculture's Food Safety and Inspection Service (FSIS). The recall was issued after authorities said the not ready-to-eat smoked bacon product didn't receive an import reinspection before it was sent to the United States, though it did undergo other inspections, the FSIS stated in its July 24 notice . In total, around 12,036 pounds of bacon imported by Maple Leaf Foods were recalled. There have been no confirmed reports of illness or injury related to the product, but the FSIS urged consumers not to eat it and instead to throw it away or return it to the original place of purchase for a full refund.
