    Livingston Police Department Celebrates Promotion of Two Captains, Four Lieutenants

    LIVINGSTON, NJ — Six recently promoted members of the Livingston Police Department (LPD), including two new captains, a detective lieutenant and two lieutenants, were officially sworn into their new positions while surrounded by their families during a special ceremony held at Livingston Town Hall on Monday evening.

    Prior to having Livingston Mayor Al Anthony deliver the Oath of Office to the promoted officers — which included Cpt. Russell Mueller, Cpt. Joseph D'Andrea, Det. Lt. Vincent Daly, Lt. John Maggiulli, Lt. Nicholas Collins and Lt. Derek Wyatt — LPD Chief of Police Gary Marshuetz thanked Township Manager Barry Lewis for including the command staff in the hiring and promotion process.

    “Under our form of government, the township manager promotes, but we are fortunate to have a manager who creates a process with the input from the police ---, and then includes the chief and the captains in that process,” said Marshuetz. “He's intelligent and possesses a large amount of common sense, which is what we appreciate the most. From the start of my tenure, the manager and I have often talked about succession, making sure that the department will be in good hands for years to come.”

    In addition to sharing his praises of the promoted officers, Marshuetz also recognized two officers who are being reassigned to the detective bureau and requested a round of applause for the hard-working patrol officers of the LPD.

    “If it wasn’t for the hard work of the patrol officers and their commitment and their dedication, we would not have a successful agency,” said Marshuetz. “That also includes our dispatchers and our support staff as well, so thank you very much for that.”

    About Cpt. Russell Mueller

    Cpt. Mueller graduated from Stockton University with a bachelor's degree in criminal justice. He graduated from the Morris County Police Academy in December 1998 and joined the LPD in July 1999. Throughout his career, he worked in both the patrol division and the traffic division and has held the positions of patrol sergeant and patrol lieutenant before being promoted to captain in February 2024.

    About Cpt. Joseph D'Andrea

    Known lovingly within the department as “Duke”—a nickname given to him by his father, who is a retired sergeant from the LPD—Cpt. D’Andrea was born and raised in Livingston and is a graduate of the Livingston High School Class of 1994.

    He then went on to graduate from Syracuse University with a bachelor's degree in business and was hired as a Livingston police officer in July 2005. After graduating from the Morris County Police Academy, D’Andrea became the third generation of his family to serve the local police department.

    Throughout his career, D’Andrea has also held the positions of detective sergeant and detective lieutenant.

    D’Andrea’s father, who retired from the LPD in 1988, ceremoniously pinned his son’s new badge onto his LPD uniform. This was part of the LPD’s longstanding tradition to allow family members who have served in law enforcement or the military to present the promoted officer with his or her badge upon being sworn in to the new position.

    About Det. Lt. Vincent Daly

    Det. Lt. Daly was born and raised in Livingston and graduated from Livingston High School in 1994 along with Cpt. D’Andrea. After serving in the United States Marine Corps for four years, he then went on to graduate from Rutgers University with a bachelor's degree in psychology.

    Daly was hired as a police officer with the LPD in January 2008 and graduated from the Morris County Police Academy.

    Throughout his career, he has held the position of patrolman, detective, sergeant and detective sergeant. He is also a former member of the Livingston Police Emergency Service Unit as a team sniper.

    About Lt. John Maggiulli

    Lt. Maggiulli graduated from Rutgers University with a bachelor's degree in administrative justice. He graduated from the Morris County Police Academy in February 1999. After working for the Morris County Sheriff's Department, he was hired as an officer with the LPD in August 2000.

    Throughout his career, Maggiulli has held the positions of detective and patrol sergeant while also working in the patrol division and the detective bureau.

    Maggiulli’s sister, Kathy, a detective with the Summit Police Department, ceremoniously pinned her brother’s new badge onto his LPD uniform. This was part of the LPD’s longstanding tradition to allow family members who have served in law enforcement or the military to present the promoted officer with his or her badge upon being sworn in to the new position.

    About Lt. Nicholas Collins

    Lt. Collins is a graduate of Seton Hall University with a bachelor's degree in criminal justice. He was hired as a police officer with the LPD in January 2003 and graduated from the Somerset Police Academy.

    Prior to working in Livingston, Collins was an officer for the New York Police Department (NYPD) from 2001 to 2003. Throughout his career with the LPD, he has held the positions of patrol officer, detective, administrative sergeant and patrol sergeant. He has also been heavily involved in the department’s training and hiring processes as well as taking on administrative duties.

    According to Chief Marshuetz, Collins is going to set the LPD up with success for many years to come with the caliber of the hirees that he brings to the command staff for review.

    About Lt. Derek Wyatt

    Lt. Wyatt graduated from Stockton University with a bachelor's degree in criminal justice and graduated from the Morris County Police Academy in February 1999. After working in Montgomery Township, he was hired as a police officer with the LPD in August 2000.

    Throughout his career, Wyatt has held the positions of detective and patrol sergeant while working in a patrol division, traffic division and the detective bureau.

    Wyatt currently serves as the commander of the LPD's emergency service unit, which is a position that Chief Marshuetz praised him highly for.

    “[Lt. Wyatt] came to me years ago and said we really need to do a better job with the officers’ training when it comes to active shooter training,” said Marshuetz. “There are a lot of other agencies that come to us and participate with us and want to see how we prepare our officers if the unthinkable were to happen here.

    “He puts the officers under training that is in a stress-related environment so that they are forced to make decisions under stress. He also studies every active shooter situation in the country and debriefs with me every week or two, so he spends a lot of time debriefing these situations that are happening all over the country to make sure that those same mistakes would never be repeated here…

    “I'm indebted to some of these officers for what they've done for our department, but Derek has definitely brought our training up to a level where, I think, we're second-to-none right now.”
