Incoming apartment development in Leland plans even more units

A project looking to bring hundreds of apartments to Chappell Loop Road in Leland is moving forward, adding even more units than originally planned.

The Chappell Loop Apartments project looks to bring five apartment buildings consisting of 200 total units to Chappell Loop Road in the town, near its neighbor of Belville.

Chappell Loop Road runs off Blackwell Road, near N.C. 133. Many of the surrounding properties along Chappell Loop Road are located in unincorporated Brunswick County, with some Belville land to the south.

In 2023, this 20-acre tract of land was voluntarily annexed into Leland and split-zoned, with roughly 12 acres of the property zoned for multifamily development and the remaining eight acres, which had been identified as wetlands, zoned for conservation.

The 2023 annexation of the property made way for the apartment project, which was proposed at the time to consist of five buildings and 150 total apartment units.

According to plans submitted to the town, the developer of the project looks to add more units than previously proposed. The newly submitted site plan still outlines five apartment buildings, but now the total number of units totals 200 – 50 more than were planned for the project last year.

The maximum density for the applied zoning district is 16 units per acre – or 325 units for this 20.35-acre property. The project proposes 200 units, creating a density of 9.8 dwelling units per acre.

According to the site plans, each of the five apartment buildings on the site will be three stories high, with four of the buildings consisting of 36 apartment units each and the fifth building holding 56 apartment units.

The plans indicate that 60 of the apartments will be one-bedroom units, while the remaining 140 apartments will be two-bedroom units. Parking will surround the apartment buildings, the plans indicate, with 372 total spaces. Of those, 15 will be ADA spaces and 10 will be van accessible. Four bike racks will also be installed.

The project is expected to generate 1.483 vehicle trips per day, according to the plans.

An amenity area and one-story amenity building for the complex are also indicated on the site plans.

Plans for the development are currently under review by the town’s technical review committee.
