KANSAS CITY, MISSOURI — A prolonged, multi-day flash flood threat is beginning across the Central and Southern Plains and the lower Missouri Valley, as deep tropical moisture from Hurricane Simon streams northward into the region. A Slight Risk (Level 2 of 4) for excessive rainfall stretches from the Permian Basin of Texas through western Oklahoma and Kansas into western Missouri, where localized totals could exceed 3 inches by morning.
