Pennsylvania Just Triggered a 50-Year-Old Law to Keep Jefferson Health In-Network

The Jefferson Health insurance fight got a new development this week — and a new deadline that matters more than the one everyone is watching. Pennsylvania’s insurance department announced it will invoke Act 94, a 1975 consumer protection law, if Independence Blue Cross and Highmark don’t reach new contracts with Jefferson Health by December 31. The law gives the state power to freeze a termination for up to six months and force the parties into a formal process. It has only been used twice in its entire history. — Pennsylvania Insurance Department (Philadelphia Inquirer, November 6, 2026)

Health Equity & Access Weekly Roundup: November 6, 2026

This week in health equity and access: Medicaid cuts; mailed FIT outreach; EEOC pregnancy rules; GLP-1 Bridge access; and 2027 policy shifts. Efforts to reverse Medicaid cuts and make caregiving a national priority will continue into the next Congress even if they stall in the lame duck session, according to Senator Andy Kim (D, New Jersey), who spoke with The American Journal of Managed Care®. Kim said he could not predict what Congress will accomplish in the coming 2 months but plans to raise the issue as the session closes, calling appropriations a chance to fund services at needed levels. He said the cuts, enacted last year, are about to take effect and will cause steep coverage drops in New Jersey and nationwide. Kim added that millions of voters are struggling with the costs of living and health care, and he called for a positive agenda that includes caregiving support and a proposal for Medicare at home.
