    The Kingsland Municipal Utility District (KMUD) recently took an important step toward construction of a new wastewater treatment plant.

    During its April 22 meeting, the KMUD board of directors decided to approach the McCall, Parkhurst & Horton law firm, a bond counselor, to help the board facilitate the issue of revenue bonds to help finance the second facility.

    “We hope to have an agreement buttoned down for signature during our next meeting,” KMUD General Manager J. Horry told The Highlander.

    After the end of a two-year construction period, KMUD plans to operate the new plant on a site near Williamette Road, the general manager said.

    About 70% of engineering designs for the new facility are complete, he added.

    “We haven’t gone out for bids yet,” Horry said.

    Preliminary cost estimates for construction of the new plant ranges between $10 and $12 million, the general manager added.

    At some point, the KMUD board plans to withdraw an un - determined amount from its reserve fund to cover some of what it will cost to build the plant, Horry said. "The board hasn't de - cided how much yet," he added. Too, the Texas Commission on Environmen - tal Quality plans to assist KMUD with financial support for the new facili - ty, Horry said. Currently, only one other wastewater treatment plant functions in Kingsland, behind the KMUD headquarters at 100 Ingram Street. There, the plant began operations several years ago, Horry recalled. "It is getting close to the end of its life," he said. Also during the meeting, the board accepted the bid of $90,000 submit -

    ted by local business own - er Cody Young to build a new concession stand at the KMUD Sports Com - plex near the Kingsland Community Center, 3451 Rose Hill Street. Young owns Septic Pumping & Maintenance LLC in Kingsland. The KMUD board meets 9 a.m. the fourth Monday of each month in Kingsland at its main of -

    fice, 100 Ingram St. However, because of Memorial Day May 27, the board plans to meet earlier than usual, 9 a.m. May 20 at the office.
