Franklin Greenlights $51 Million Mini-Home Village Next To New Costco
Franklin’s Common Council has given the thumbs-up to a roughly $51 million build-to-rent neighborhood planned just west of Northwestern Mutual’s Franklin campus and alongside the site of the city’s upcoming Costco. Miami-based developer Advenir Azora is planning 166 cottage-style rental homes, a mix of duplexes and miniature townhomes pitched as “missing middle” housing for the area. City officials and planners say construction is expected to begin this fall, with the first residents targeted to move in by late 2027 and full buildout expected in 2028.

Historic Rockford church eyed for $10M renovation
ROCKFORD, IL — A developer is seeking a special use permit for an estimated more than $10 million renovation of the long vacant 144-year-old former Centennial United Methodist Church at 219 South 2nd St. The plan is to turn the church into a mixed-use building with apartments and a restaurant. The property is owned by Centennial United LLC., a subsidiary company tied to the family behind Waldom Electronics . Jennifer Spencer of Studio GWA said the plan is for a two-phase project. In the first phase, a 1956 classroom addition would be renovated into 10 market rate, higher end apartments on the first and second floors. These would include six two-bedroom apartments and four one-bedroom apartments. A future second phase would could potentially include renovating the church portion of the building, constructed in 1882, into a restaurant. The property is located inside a historic district and the owner plans to seek historic tax credits to defray the cost of the project. Workers are already removing any asbestos and lead from the building. "They are currently remediating the building and working through demolition," Spencer said. "Once this is approved, they are ready to go so I would say a couple months."

Homebuilding begins on new south Rockford subdivision nearly 20 years in the making
ROCKFORD — Work has begun to build the first homes in a subdivision that was started nearly 20 years ago but halted by the onset of the Great Recession.
