Spartanburg County Council advances three data center projects
Second reading of an ordinance authorizing a development agreement between Spartanburg County Council and Valara Holdings, the company developing a data center campus on South Pine Street , was approved at a special meeting on Nov. 3. But while the first reading passed with one dissenting vote, this time there were two. Grant DeShields joined Monier Abusaft in voting against the measure. "Valara got a 'no' vote from me because I wasn't happy with the agreement," DeShields said after the meeting. The development agreement is part of a tax incentive package council members approved in 2025 and is intended to make sure that Valara, a subsidiary of NorthMark Strategies, goes beyond minimum noise, light and air quality requirements. Council members Jessica Coker, Paul Abbott, Jack Mabry and chairman Manning Lynch voted in favor of the ordinance. A third and final vote on the measure could come later in November. One aspect of the $2.8 project that is unusual among industrial developments locally is that Valara is constructing its own power generation facility. The roughly 450-megawatt power plant will supply electricity for the data center. It is also the source of worries that nearby residents have about potential air pollution. Residents
