UTICA, N.Y. -- City crews, on Thursday, cleaned out a homeless encampment from a historic Utica building. "Over the past couple of weeks, things have been piling up and essentially what we found a couple days ago was an encampment. The City of Utica has recently entered into a contractual agreement with Canastota-based Wanderers’ Rest Humane Association to assist with housing the city’s stray dog population — a change from the former agreement with Anita’s Stevens Swan Humane Society.
