Rochester winter parking rules start Nov. 1
ROCHESTER, Minn. — The City of Rochester's seasonal parking requirements start November 1 and will run through April 1. The ordinance requires alternate side parking for cars parked on city streets and in cul-de-sacs. The requirements are in effect regardless of the weather forecast or if there is snow and ice on the roadways.
