Johnson Properties and Reynolds Construction Management have applied to the Sioux Falls planning commission to rezone the southeast corner of 18th Street and Minnesota Avenue for a 5-story mixed-use building along Minnesota Avenue, a parking ramp in the middle and 3-story apartment building along Dakota Avenue.
