Ward 1 council candidates disagree on approving police/fire station

Owatonna Ward One candidate Brad Flemming said after touring Owatonna’s current police and fire stations he will vote in favor of the city’s $65 million plan to build new ones. Tim McManimon, his opponent, says it’s just too much money, and will vote against. Both candidates will be up for election in Nov. 3’s general election. Brad Flemming Brad Flemming doesn’t want to kick the can down the road. After seeing the current state of Owatonna’s police and fire stations, the 44-year-old said he will vote to approve the new builds in November’s election. “I’m not an architect, I’m not an engineer, I’m not a firefighter and I’m not a police officer. I don’t know what they need. And if $60 million is what the architects and engineers came up with, then that’s what it will cost,” he said. “I’ve asked people, what is the number that would make you happy? Is it 40? Is it 50? Is it 45? I just don’t know if people know what things cost when it comes to that kind of construction.” Flemming warned waiting or taking half-measures with this project could lead to worse costs in the future. As a general contractor, he

OPC tables request for 2nd Krueger Addition preliminary plat

The Owatonna Planning Commission tabled a request from the city and Jeff Schammel for the vacation of a public right-of-way of Barb Street and a portion of Krueger Street, as well as the preliminary plat of the Krueger second addition during Tuesday’s meeting. The city and Schammel were petitioning to vacate the portion of the public ROW of Krueger and Barb streets in its entirety. The streets were platted with the original Krueger Addition along with lots on both sides of the streets; the city purchased the remaining lots in the Krueger Addition for the construction of a storm water pond. The remainder of the land will be developed. “Once these are vacated, there is another request that would replat and rededicate those right-of-ways as would be used with the proposed development,” Greg Kruschke, the city’s community development manager, said. “Since the pond was constructed here, through the majority of this area, there’s just not a need for this right-of-way in here anymore. … The property is not going to develop as originally envisioned when this property was designed in the ‘80s.” The Community Development Department is proposing the existing easement from the Carriage Homes Development continue with the condition

Commission passes solar farm moratorium to County Board

Following residents' concerns from earlier this year about a series of solar arrays installed along Apple Blossom Drive Scenic Byway impacting the area's natural beauty, the Winona County Planning Commission considered an interim ordinance this month that would ban new solar projects, or expansions, for up to one year. During that time, staff would study potential impacts of solar, wind turbines, and cell tower development county-wide and develop some regulations to protect scenic byways and scenic resources. Planning Commission members questioned how something would be designated “scenic,” but voted to pass the interim ordinance to the County Board with some changes. A solar developer with farms on Apple Blossom Drive said the ban feels targeted, and an apple orchard owner in the same area defended solar farms, saying it helps make his businesses possible.
