On Wednesday, the Sedgwick County Commission rejected RHID or Re-investment Housing Incentive District funding for an apartment complex in Goddard. Similar to TIF funding (or Tax Increment Financing) RHIDs set aside property taxes to support projects.

Goddard Housing LLC requested $3.5 million in taxpayer support, and had the approval of Goddard's City Council.  County staff said the estimated $1.4 million the county would contribute over two decades would be hurtful.  After discussion, and a look an economic study from Wichita State University that found the county would be receiving a return on investment of 28 cents on every dollar spent, Commissioners unanimously rejected the incentive funding.
