Columbia Heights City Council expresses opposition to County drone launch

The Columbia Heights City Council unanimously approved a resolution Oct. 26 opposing Anoka County’s first responder drone program. The resolution states that the program was enacted without meaningful consultation with cities, after officials said they had been promised an opportunity to opt out but were not given a process to do so. The move comes as Anoka County moves forward with a pilot program involving Flock Safety automated license plate readers and drones that can be deployed to emergency calls. Mayor Amáda Márquez Simula, reading the resolution at the meeting, said the city’s concerns involved municipal consent, public transparency, privacy and management of data collected through law enforcement technology. The city recognized that the Anoka County Sheriff’s Office has the authority to deploy drones throughout the county, including within Columbia Heights, and that the city might not have the legal ability to opt out. Simula expressed disappointment that the county had told cities they could opt out without providing a clear process for doing so. She also cited concerns over data retention, access, sharing and security, particularly following the presence of outside law enforcement agencies such as U.S. Immigration and Customs Enforcement in the city. “The city believes that permanent
