Why DEQ let a Raleigh real estate agent take over a troubled Wayne County hog farm
A Raleigh real estate agent with no hog farming experience bought a Wayne County farm infamous for a massive 2022 waste spill, and it has kept leaking sludge into public waterways. State regulators approved his permit to run the site without a background check and have little power beyond issuing fines, which the owner hasn’t paid. The N.C. Department of Environmental Quality does not perform background checks or require financial disclosures from applicants. Spokesperson Josh Kastrinsky said the only confirmation sought was that Green had a registered LLC. DEQ has fined Biox three times this year — $10,697 in May, $7,347 in August and $5,280 in September — but Green hasn’t paid any of them and insists he’s “in compliance.” He is also over a year behind on required reports.
