Chemung County executive unveils sales tax proposal, budget highlights

Chemung County Executive Christopher Moss unveiled highlights of his proposed 2027 county budget that includes no property tax increase, along with a proposed change in the sales tax distribution formula designed to shift more sales tax revenue to municipalities. A major selling point for the proposed budget is keeping the property tax levy at exactly the same level as the 2026 spending plan, Moss said. Maintaining stable property taxes has been a priority throughout his administration, he said. "Over the past seven years, Chemung County has demonstrated consistent fiscal discipline," Moss said. "The general fund tax levy is the same as when I took office, even as mandated costs and community needs have grown. We have achieved this by maximizing resources and ensuring strong budget performance without placing additional burden on our taxpayers." The proposed 2027 budget includes several initiatives aimed at improving quality of life and strengthening public services, Moss said. Those items include $100,000 for the Food Bank of the Southern Tier, $1 million in room upgrades at the Chemung County Nursing Facility, $400,000 in new municipal assistance to offset rising animal control costs, ongoing investment in the county workforce, and a proposed update to the sales tax
