Phillips, 34, transient, for misdemeanor possession of a methamphetamine-type drug and possession of a controlled substance (pill/capsule) and on misdemeanor warrants for destruction of property, domestic battery and possession of cocaine (heroin type) at 7:40 p.m. Wednesday in the 2200 block of Etchepare Drive.
