Barb Halvorson Oil Painting Class
Winona Arts Center welcomes back Barb Halvorson on October 24, 2026 10:00am to 2:00pm for an Oil Painting Class. She will guide us in painting an old stone mill with a wooden waterwheel nestled deep within the woods. She will demonstrate and teach several oil painting techniques on a 12”x 16” canvas. Beginners to Adult painters are welcome – no drawing experience needed. All supplies are furnished. Cost $35 members, $40 non-members. Rushford Approves Animal Control Pay Increase
At the October 13 meeting, the Rushford Council discussed just three items of new business. Garnering the most discussion was the current animal control officer pay. The city has long utilized the services of area resident Robert Brand for animal control, as do several other municipalities. According to City Administrator Hayden Stensgard, Brand recently requested an increase in the monthly retainer fee in order to offset his rising insurance premiums. Brand currently receives a $250-per-month wage, in order to remain on-call for the cities he serves, regardless of whether or not there are any actual calls. Additionally, he receives a $35 fee every time he captures and relocates nuisance animals. Dogs at large picked up are housed by Brand until claimed by the owner and, according to Stensgard, the dog’s owner pays the housing fee. Brand is requesting a monthly increase of $50 per month.

Winona Brass Band announces 2026-27 Season
Founded 1993, the Winona Brass Band is a British style traditional brass band unique in our region. With only brass and percussion, the sound has been described as rich, vibrant, and organ-like. The band is made up of cornets, flugelhorn, alto horns (like concert band French horns), trombones, baritones, euphoniums, tubas and percussion – 30 players in all.
