Four Charleston Police officers receive new promotions

CHARLESTON, WV (WOWK) – The City of Charleston is moving up some familiar faces within the Charleston Police Department.

The CPD hosted a promotional ceremony Tuesday for the first time since 2017. Four officers were welcomed into the city council chambers to receive their new ranks.

Lieutenant Steven Matthew Webb was promoted to Captain, Sergeant Kevin Oldham was promoted to Lieutenant, Corporal Travis Bailes was promoted to Sergeant, and Patrolman Opie Smith, III, was promoted to Corporal.

“It’s a pinnacle in my career, for sure. It’s taken a long time to get here,” said now-Captain Webb. “I put in a lot of work, I think I logged about 150 hours of study time in a little over a month to prepare for the exam.”

Charleston Police Chief Scott Dempsey, Deputy Chief Jason Webb, Charleston Mayor Amy Goodwin, members of the CPD and the officers’ families all attended the ceremony.
