St. Paul Puts Big Bet on Tiny Lot to Jolt University Avenue
St. Paul is quietly lining up a half-block stretch on University Avenue, buying an empty commercial building and pairing it with adjacent city-owned parcels in hopes of finally drawing larger housing and mixed-use projects to a corridor that has seen little new construction for years. The idea is to reshape how developers view the market by offering a single, build-ready site instead of a patchwork of small lots.

St. Paul rental repair ordinance headed for November ballot
Organizers of a St. Paul campaign to empower tenants to make repairs to their rental housing, then bill their landlords for the work, announced they've gathered the signatures to put their measure on the November ballot. Why it matters: If enacted, the "right-to-repair" ordinance would join St. Paul's first-in-the-Midwest rent control policy and sweeping tenant protections as another local law giving renters more leverage. Driving the news: The Safe Homes Saint Paul campaign last week submitted more than 7,500 petition signatures from registered voters — at least 2,200 more than needed to trigger an election. The city clerk must still confirm their validity. How it works: The proposed ordinance would require a landlord to address a maintenance issue within 14 days of a tenant's notice. If they didn't act, the tenant could pay for repairs and then bill the landlord for the cost up to half a month's rent or $500, whichever is greater. What they're saying: "This seems like common sense," the campaign's political coordinator, Cole Hanson, told Axios. He said many petition signatories' first reaction to the ordinance is: "I didn't know [renters] couldn't already do this." The other side: "This feels like one more thing that could

Lowlights and glimmers of optimism from a new St. Paul housing study
Last week, the Federal Reserve Bank of Minneapolis released a new report analyzing St. Paul’s housing trends and outcomes. It comes to the conclusion that the city’s policy landscape is a mixed bag. Attempts to reduce rent increases may have had unintended consequences, dampening new construction, whereas loosening restrictive zoning regulations seems to have helped.

Jessica Satre Brings Honest Guidance to Saint Paul’s First-Time Home Buyers
Jessica Satre lives in Saint Paul, Minnesota, where she works as a real estate agent helping people find homes they can settle into for the long term. She grew up in Blaine and now lives in the state capital with her family, in a 1915 home that has become something of a personal project over the years. Real estate, for Jessica, is not separate from the rest of her life. She has spent her own time and energy on home renovation, taking on everything from a patio makeover to a full redo of her in-laws’ bathroom. That hands-on experience shapes how she sees houses and what she notices when she walks a client through one.

St. Paul Showdown: Voters To Rule On Renters’ Right To Repair
St. Paul voters are officially headed for a fight over what happens when the heat will not kick on, the sink will not drain, or the ceiling keeps leaking. A tenant-rights ballot measure that would let renters hire their own tradespeople and deduct the cost of certain repairs from their rent has qualified for the November ballot, organizers said, setting up a citywide test of how far renters should be able to go when landlords do not fix basic problems.

Minneapolis Office Towers Stare Down Billion Dollar Debt Time Bomb
Billions in short-term loans on Twin Cities office buildings are hitting their due dates, and a lot of owners are finding the refinancing well is much drier than they expected. The pressure stretches from the IDS Center in downtown Minneapolis to the MoZaic complex in Uptown, where foreclosures have already rolled into sheriff's sales. Behind the scenes, local banks and investors are quietly sorting buildings into two piles: those worth another shot and those that will likely be unloaded at steep discounts.
