The Denver City Council awarded The Salvation Army another $8 million contract Monday to run the Tamarac Family Shelter for people experiencing homelessness. Council members Shontel Lewis and Flor Alvidrez voted against the contract. Lewis said while the Salvation Army has made some “long overdue” promises, nothing in the contract holds them accountable to data-driven metrics. “We can’t just throw money around to solve a problem.” She added the city needs to “bake into every contract” data expectations that will be used to hold the agency accountable. She said outcomes ought to be evaluated by using “accurate, easy to understand information.”

In a shocking twist from conventional wisdom, the study showed white homeless people had a 40% higher likelihood of dying than Black homeless people. This is significant because numerous studies have shown Black people are more likely to become homeless than white people, and also are at a disadvantage among housed populations.
