Detroit scrutinizes developers seeking tax breaks
Detroit is taking a closer look at who's behind development projects before approving tax breaks, Axios has learned. Council member Angela Whitfield Calloway plans to introduce a resolution Tuesday or next week. Why it matters: Tax breaks mean cities collect less money to encourage development, so it's crucial how they decide who gets them. Driving the news: City law and economic development officials drafted the new screening process over the past month, according to a confidential Sept. 9 memo provided to Axios. The new policy went into effect Sept. 14. In applying for tax breaks through the Detroit Economic Growth Corp., the applicants, key owners and personnel will be subject to criminal and civil background checks covering the previous five years concerning business integrity, per the memo from corporation counsel Conrad Mallett Jr. State of play: Calloway urged Detroit to create a screening process for companies seeking city incentives. At a July council meeting, she questioned a proposed tax break for developer Landy Land LLC after learning of Landy Land's registered agent , Adam Kessler, facing an unrelated civil fraud judgment — which he's appealing . Calloway also pointed to a separate issue — the city's demolition-dirt controversy — as

Developer wants rezoning in Delta Township for nearly 500 apartments
DELTA TWP. — A Lansing developer wants to rezone nearly 54 acres bordering South Marketplace Boulevard and West St. Joesph Highway to build nearly 500 apartments. Eyde Development owns the 53.98 acres located east and south of the buildings along Executive Court, a private road running east off South Marketplace Boulevard. The company is requesting that the land, a mix of AG2 and office zoning, be rezoned to multiple family. The property is north of Interstate 496, just west of I-69/96 and south of the Menards and Walmart stores. The proposed rezoning would pave the way for plans Eyde Development has to build up to 480 new one and two-bedroom apartments on the property. It would be the first time Eyde Development has developed multi-family housing in well over a decade, according to Mark Clouse, the company's chief operating officer and general counsel. "We are not asking or looking to maximize that site," Clouse told the Planning Commission at its Sept. 14 meeting. "We are looking to bring a development that we can be proud of, that you would be proud of, that works within the constraints of the site." READ MORE: 4 men died violently on Lansing River Trail
