Officers from Tyrone were called as back up and they began moving towards the apartment to arrest Packer, according to the affidavit. Officers said they heard several loud bangs, which sounded like gunshots.

Police moved in towards Packer, who they spotted outside the apartment trying to kick in the door. According to the charges filed, officers told him to put his hands up, which he did, however, he did not go to the ground. Police noted in the affidavit it took four officers to handcuff Packer. Police went inside the apartment to talk to the woman and a witness. The woman told officers she could not sleep due to Packer playing loud music in another room and asked him to turn it down. According to the charges filed, Packer allegedly came out of the room with an AR-15 rifle yelling “I demand respect.” The woman also told police she believed Packer was drinking.

The woman told police this scared her, so she went towards the door to leave but claimed Packer followed her, according to the affidavit. The woman said she went to her car to call the police. The woman said Packer came outside to argue with her, however, he did not have the rifle on him at this time.

According to the charges filed, the woman ran back into the home and locked Packer out, which upset him. He allegedly attempted to get in by punching through the window.

While searching Packer’s bedroom, officers said they found a loaded 60-round magazine for a .223, police noted in the criminal complaint. They also found a gun that was sticking out underneath the mattress, it was identified as a short-barrel AR-15 rifle, and it was loaded with a 30-round magazine. Police said the rifle did not have any serial numbers. The lower receiver also did not have serial numbers and was made of plastic, according to police.

Officers took Packer into custody and he is now logged in the Blair County Jail with bail set at $100,000.
