I would like to address Banning City Councilman David Happe’s statements justifying his support of cannabis businesses. They demonstrate that he is far out of touch with reality. In the June 7 edition you quoted him as saying “Revenue is extremely important… We could give the revenue to illicit activity.” Mr. Happe, I have news for you, the business is already going to illicit activity. If consumers have a choice between paying extremely high sales taxes or no taxes, who do you think they’re going to buy from? And if all you have to do is send a text message and your purchase is delivered to your door, how can brick and mortar businesses compete with that? Cannabis is a mostly cash business because, although it is legal in the state, it is not legal federally. Any bank insured by the FDIC will not do business with cannabis operations. So the city relies on the established permitted businesses to self-report their profits and then pay the city what’s due. Does this sound like a smart business deal? Mr. Happe, do you think that maybe the cannabis revenues aren’t what we expected because consumers prefer to avoid paying sales taxes and the permitted businesses might be underreporting their profits? Adding more cannabis shops is not going to solve the revenue issue. It will only hurt the existing businesses and make this city famous for the proliferation of pot and warehouses. Is that what the residents want?
