Man passed out in car turns out to be wanted fugitive from Scioto Co.
CHILLICOTHE, Ohio — A man found passed out in a vehicle in Sherman Park on Sunday was arrested after police discovered he was a wanted fugitive from another county. Officers found 24-year-old Toban Byrd unresponsive in the vehicle and suspected he was under the influence of an unknown substance.

A Portsmouth trio now have drug charges added to their theft and weapons charges from a visit to Chillicothe’s Ulta Beauty Store.
