Investigators say he was unresponsive when someone pulled him from the water at about 2:30 p.m. May 29 on the 100 block of Southeast Seventh Avenue, near the Intracoastal Waterway south of Atlantic Avenue. Police officers and paramedics found the child as he was receiving CPR from a bystander.
