AIKEN — City of Aiken officials opened Phase One of the Tribute Parkway to traffic Sept. 28 in a ribbon cutting ceremony that included dedication of a roundabout memorializing Master Corporal Sandra “Sandy” Rogers, who was killed in the line of duty on Jan. 28, 2012.
