Flags to be at half-staff this weekend in honor of former West Virginia delegate
Gov. Jim Justice has ordered that all U.S. and West Virginia flags at select locations across the state be flown at half-staff this weekend in honor of former Mayor of Elkins and West Virginia Delegate Joe Martin, who passed away this past February.
