Builder sues New Hanover over development denial | Exclusive

(This story has been updated to add new information.) The builder behind the planned development of Sledge Forest is suing New Hanover County after the county manager intervened in the review process to deny its plans. Charlotte-based developer Copper Builders filed a lawsuit against the county on Nov. 3, according to court records. The filing argues that county manager Chris Coudriet attempted to "convert an objective, administratively issued permit into subjective decision-making process void of standards and based not on law but his vague, personal opinions." In September, Coudriet intervened to administratively denied a modified plan for the 1,800-home Hilton Bluffs subdivision that included only one access point, citing "unacceptable operational and life safety risks." He then directed the county's Technical Review Committee to reconsider its initial approval, ultimately revoking it due to Copper Builders' settlement agreement with surrounding neighbors that required the modification. Previous coverage: Despite a New Hanover development's approval revoked, an appeal remains The 104-page lawsuit alleges the decision was made "contrary to local ordinances, state statutes, numerous appellate decisions and a Court of Appeal decision against New Hanover County precisely on this point." "No state or local law gives the county manager any role in resolving

Why DEQ let a Raleigh real estate agent take over a troubled Wayne County hog farm

A Raleigh real estate agent with no hog farming experience bought a Wayne County farm infamous for a massive 2022 waste spill, and it has kept leaking sludge into public waterways. State regulators approved his permit to run the site without a background check and have little power beyond issuing fines, which the owner hasn’t paid. FULL STORY: Why DEQ trusted a Raleigh real estate agent with the site of a massive hog waste spill Here are key takeaways: Wallace Green, a Raleigh real estate agent operating as Biox Renewables — a one-person LLC with no website or office — bought the former White Oak Farms at auction in 2024 despite never having run such an operation. The N.C. Department of Environmental Quality does not perform background checks or require financial disclosures from applicants. Spokesperson Josh Kastrinsky said the only confirmation sought was that Green had a registered LLC. DEQ has fined Biox three times this year — $10,697 in May, $7,347 in August and $5,280 in September — but Green hasn’t paid any of them and insists he’s “in compliance.” He is also over a year behind on required reports. Gas sales temporarily stopped at 15 Triangle stations. Here's where and why

State inspectors found issues with gas pumps at 15 Triangle stations, pausing sales to help protect consumers. Inspectors from the Standards Division of the Department of Agriculture and Consumer Services visited dozens of stations across the Triangle area between Aug. 19 and Oct. 31, records obtained by The News & Observer show. Many of the pumps had no problems, but at a handful of stations in Wake, Durham and Johnston counties, inspectors found issues that could harm consumers. When that happens, inspectors “tag” pumps, meaning they are taken out of service until issues are resolved. Some of the inspections were routine, but visits to 19 stations were prompted by consumer complaints. Chad Parker, measurement manager with the Standards Division, previously told me that complaints tick up when gas prices rise. Prices have started to drop over the past month, after the law that paused the state’s collection of the motor fuels tax went into effect in early October. But in the months leading up to that, since the U.S. and Israel attacked Iran, gas has been expensive. Average prices for a gallon of regular gas in North Carolina increased from $3.72 Aug. 19 to $4.15 Sept. 19, before dropping to

Mystery tufts sticking out of walls at 1800s NC farm identified under microscope

A mystery popped out of the walls during restoration work at an 18th century farm in eastern North Carolina, and it looked a lot like hair, photos show. The strange discovery was made earlier this month at the Historic Hayes Farm in Edenton, where restoration specialist Andrew Ownbey is restoring key parts of the 194-acre farming complex. Photos show the wispy material emerged from between the walls of a loft built over the kitchen, which dates to 1817 and suffered a roof fire in the late 19th century. Ownbey was certain it was an intentional part of the construction. “I suspected wool, since it survived the fire,” he said in an Oct. 15 Facebook post. He was wrong. Believing “good detective work will lead to a proper preservation,” Ownbey submitted fibers for a microscopic analysis by Virginia-based art conservator Amelia Jensen. “She was able to identify the fibers as cotton,” Ownbey says. So why was cotton jammed into cracks? Ownbey suspects it was used like to a type of caulk to insulate the walls. “The cotton ‘caulk’ is unusual. Maybe there are other examples, but I’ve never seen it. Other buildings on the site are done differently,” Ownbey told The
