Former Pa. trooper sentenced in fatal OVI crash case

WARREN, Ohio (WKBN) – A former Pennsylvania State trooper who admitted to charges related to a deadly OVI crash will spend several years behind bars.

Man sentenced to at least 10 years in prison on drug charges

Joseph Yuran was back in a packed Trumbull County courtroom on Tuesday to learn his sentence. He previously pleaded guilty to aggravated vehicular homicide and misdemeanor OVI stemming from the November 2023 crash at the intersection of U.S. Route 422 and state Route 305 in Southington that killed Tyler Richmond.

Richmond’s mother, Lisa Richmond, tearfully addressed the court.

“Our son should still be here with us not in an urn on the fireplace mantle,” Lisa told the court.

“We’ll never get to see him get married, or have children, or grow older or for that matter, he will always be 23.”

She said her son Tyler loved life and was funny, kind, generous and hardworking.

“Tyler was my future and all of my forever plans,” said Tessa Hanks, Richmond’s long-term girlfriend. “I believe Joseph Yuran has no remorse for his actions.”

“Joseph Yuran chose that night to get into his big truck and drive drunk. Joseph Yuran hit and killed the love of my life. He not only took Tyler’s life, but he also took mine,” said Hanks.

Yuran turned to the Richmond family to address them directly.

“Mr. and Mrs. Richmond, I’m so sorry for what I’ve done to you,” Yuran said. “No mother should ever have to bury their child.”

Judge Ronald Rice sentenced him to 7 to 10 and a half years in prison and a lifetime license suspension. Yuran was also ordered to pay $750 in restitution to the Richmond family for funeral expenses.

“How you transitioned from a law-abiding police officer to a drunk driving killer is a very sad statement,” said Rice.

Yuran said he’s ashamed and embarrassed for the black eye he gave the profession he once took pride in.
