New Leadership in Public Works
From reviewing development plans and designing capital projects to maintaining storm drains and sidewalks, Public Works supports the physical backbone of daily life in Napa. Leading these efforts is Public Works Director Jessica Lowe, who was promoted to the role in February after serving as deputy director since 2022. Before coming to Napa, Lowe served as assistant director of engineering for the City of Hutchinson, Kansas, and as an engineer with the Metropolitan Water District of Southern California. As Napa’s deputy director, Lowe previously oversaw engineering, development engineering and construction while helping manage a Capital Improvement Program of over 50 active projects.

Annual Report on Measure G
Approved by voters in November 2024, Measure G increased the City’s sales tax rate from 7.75% to 8.75%. It took effect April 1, 2025, and is projected to generate approximately $22 million annually for City services and local priorities. The inaugural Measure G Annual Report provides an early look at how those funds are being invested.
