According to a statement issued by the West Earl Township Police Department, the incident unfolded on March 23, just before 2:15 a.m., when officers were dispatched to 312 South 10th St. in response to a reported "civil issue." Allegedly, Ronald Frisbie III, the landlord, became agitated with his tenants following purported damage to a washer and dryer unit. After police intervened and resolved the dispute, officers departed approximately 25 minutes later.
